Have you checked the sharing settings of those data elements? Ir your users are
not allowed to use those data elements the system will allow the data entry
storing the information offline.

I think it is the same problem I faced previously and I would like to share

element was higher the organization unit level of data entry. So we chose
the lowest organization unit level at " aggregation level of each data
