At the help center there are some menu topics (listed below) that are coming
empty, no content at all. Any clue on why this could be happening?
Is important to us as we need to decide on whether to translate the
corresponding file contents to Portuguese or not!

The anwswer is both. If you go to
http://apps.dhis2.org/demo/dhis-web-commons-about/help.action
and select Designing a data set section or Getting started with DHIS
2 as end-user section there is nothing there... maybe these sections
shouldn't be there...

OK. The fundamental issue here is that the English sources are
missing id=foo XML attributes in the DocBook source.These tags need to be
there, and are missing in the original document. If it is time urgent, I
suggest you add some unique and reasonable tags to the English docs, and
then use these

After that it seems to be valid XML at least.
This is caused by line 21 of the script 'if [[ ${LINE} =~

the problem in fact is that if we create a new DHIS2 build with the
generated file when rendering it you have the following exception:
