All is possible, and this will depend on country need and way messaging
should trigger. In Kenya, messaging is shared across the country. Once the
district raise issue the message is first received by superuser and once
response it is available to all district.

I have been in a training and the trainees (from different districts) felt
that it would be a good idea if the message option somehow allows them to
communicate across districts and not only limit them to their districts!
