Hey Jens,
There is an authority created for each app that will allow you to control
who has access to that app.
In the *user role management* you can give the access to see those apps.
See the last 2 authorities in the screenshot, those are app authorities.

We are testing an app which is visible and usable from users having the
rights to install the app. However, it does not show up for users with
lower levels of access rights on the server, version 2.21.
How can we open it for all users?
