We had this highly experimental thing called centroid layer where an image
was placed in the center of the polygon reflecting the data value. It was
never really production ready.

I think that would still be a great feature to have, as it allows you to
compare two indicators for the same layer, one as polygons and one as
symbols. In the future, nvd3 could even allow small bar charts or pie
charts to show up in those centroids. Or icon based legends (icons based on

Slight edit: Icons would be nice, but perhaps more usefil would be just
centroid circles with size according to the indicator value in each
district. But then we would also need a legend for size, not just color.
