You should be able to get as far back as 2.18 going forward with these URL https://www.dhis2.org/download/releases/2.18/dhis.war Just change version number in url. Though upgrade from version to version used to have upgrade notes on bunch of things to be done first. https://www.dhis2.org/217-upg
