Where are you seeing this? there is a bug with the 2.16 database (
apps.dhis2.org/demo), did you try and add options manually? they should
then appear

when browsing the WebAPI, it does not appear among the listed resources.
I created a empty databases and tried with one of the latest war files,
however it was not appearing either.

Do you mean that you do not see any views in an empty database, or that you
are unable to access the "SQL View" functionality through the "Data
administration" dialog?
