I had the same problem and FAQ no. 24 solved the problem
"Q: Why does my copy of Dia for Windows die when I try to load it?
A: Because the HOME environment variable is not set. Add a line like this to
your autoexec.bat file:
set HOME=c:\home
then restart your computer and make sure c:\home

As also described in the DIA FAQ, the addition of
the string
set HOME=c:\home
in my autoexec.bat file
solved the problem.

I installed dia with success on windows NT but
I cannot install properly dia using windows98.
As installation is completed without any alarm
I try to launch the application.
A dos window tells me: "could not creat per-user dia config directory "
as I close the dos window dia exits.
