As far as I know, EV certificates are only required for device drivers in
Windows.
An OV certificate plus timestamp should be enough to sign an executable for
Windows.

Rust is categorised as web and enterprise, but not embedded or
mobile.

I requested for D to be added to the package repository of the
Windows package manager Npackd.[1]
It would be nice if someone more experienced in the usage of D
could test and comment on the installation performed by Npackd.
