It is unfortunate that the Region 1 bandplan (Europe) conflicts with
the USA rules and regulations in the 20 meter band between 14100kHz to
14112 kHz. This is the root cause of this situation, that led to
Olivia users camping in an area that has been in use quite
successfully with little conflict for many years by automatic stations
and packet. Several digi networks have made concessions to the Olivia
newcomers to this area of the 20 meter band, with the growing
popularity of new Olivia operations. In my opinion, Olivia DX
operation should stay within 14106.5 to 14108.5 kHz, but when that
section is full of QSOs, the domestic QSOs within North America and
USA should expand below 14098. This would solve the problem.
