It won't confuse them if they have never done anything in the OpenOffice.org project because they won't receive it. The mail, as others have pointed out already, is simply the notification that the OOo project site infrastructure has been migrated to a new platform and that as a consequence thereof your previous password has been reset and a new, temporary one issued pending your re-connection to the site and change of password to one that you prefer. So nothing unusual in my eyes.
