The Microsoft Expression product that Joe referred to above is part of
Expression Blend and called SketchFlow. Disclaimer: I work on
Expression Blend.

SketchFlow is a set of tools to create dynamic sketches and
prototypes of interactive content and applications. It also lets you
send out your prototypes for review and feedback, and exports
documentation to Microsoft Word. Photoshop import is also part of the
mix. 

SketchFlow lets you begin with rough sketches and storyboards. You
can use animation to illustrate design intent, quickly mock-up
functional data-driven interaction and create %u201Creal%u201D
interactivity using behaviors.
