i think you wanted to enquire about a culture which understands IxD better than anyone else, i think the Europeans, japanese , Singaporeans, Israelis have that culture embedded in them, i don't know if u have visited these places or not? but if you do research you'll find out that usability , user experience and visual info, is best showcased in these parts of the world even in the remotest of it s geographical part or its transportation or infrastructure or their own products, for e.g. in india a prof in IIT Design, will be very idealistic in his teaching of UX/IA/IxD, but once he is out of the campus, he is a different man, with a different set of rules in negotiating the world, what i meant to say is, if you meet people from these above mentioned region, they are what they are everywhere, and that makes them a better person and a better culture.so i think the level of understanding IxD is very high in these region, than anywhere else in the world.
