I'm not aware of anything out of the box as of today, but the OSCAR project is
certainly worth a look. It's described in a recent FAO publication -
http://www.fig.net/pub/fao/floss_cadastre.pdf (also contains a section on
OsGeo, courtesy of Arnulf Christl).

* Land records search, scanned document retrieval, link to mapserver;

We have developed a prototype application [1] for the cadastral management
department from San Juan, Argentina.
It's just a prototype, so it has limited data and functionality:
* It only shows the San Juan city plots
* Not all plots have full data. If you zoom to the right-center,

This is a rather open ended process (or it can be) of managing cadastral
records. There are so many directions that this type of work can go and they
play into so many different types of work processes, that in my experience the
development of systems have been fragmented in the past.
Great responses from osgeo community, that's awesome !
Drupal community seemed a bit ligher on it, but the people
that code I got a chance to talk on irc and they agreed
on joining such a mailing list too.
So, next step ?
Would filing a request ticket on trac for SAC appropriate ?
