Please don’t misunderstand – I’m happy that NASA does great things with open
source.
I did have a quick look at the difference on the GeoTools GeoPackage fork, and
it looks like there are some useful fixes in GeoTools that WWSK doesn’t have,
and some fixes in WWSK that GeoTools
OK. So the answer to my original question of " Can I ask if there are any plans
to contribute back the forked geoserver and geotools parts?” that NASA does not
currently plan to do so.

Just so we’re clear – the geopackage stuff in WWSK is a fork of (i.e. copy
from) the community modules in geotools and geoserver. For example, see
