We are in the process of voting on our new Policies and Procedures for
development of Standards - the vote ends in about a month and then we will see
if we offer the Community Standards option.

brief OGC membership on your ideas and/or identify some “champions” inside the
OGC who might start discussing the topic?

It sounds like you are looking to build a ground swell of usage of a
spatial encoding system. This is a difficult task, and not something
that OSGeo or OGC processes are set up for.
First there needs to be a number of users all calling out for this
standard, then OGC will help
