Helmut it also part of OSGeo's do-ocracy, being this years one of the
main GSoC admins with all the related work, being active project
contributor (see the related project ML) and more. Just FYI...

Just for clarity and background. We announced the project form on discuss
and imported the results/submissions of that form. There hasn't been any
process other than that up to now.
