It has been a long, long time since I used MicroStation, however this may help.
Typically it will depend on the people who captured the data that you are
working with:
- some are only concerned with the immediate vicinity of their
engineering project and will arbitrarily define a
Bannerman b.banner...@bom.gov.au

Padmini,
I don't use Microstation or QGIS, but you might be better off exporting
your data to a DXF file.
Also, I would post your question on the QGIS mailing list. This isn't
the best place for questions on specific software.
