Will someone for Heaven's sake please produce a build of OOo that
instruments the tokenizing (as I assume it is) and parsing elements,
along with any other elements that may be relevant, so as to produce
some numbers which will put a stop to all this noise and fury?

You can already convert .pdf to text using Ghostview/Ghostscript. The
examples on the Investintech website go quite well, and look to be
easily treated as CSV files once converted.
I think adding this feature to OOo would be feature overload.
