You can do this already (but not with a single step):
Copy the cell(s) Press INSERT key (or from menu Edit->Paste Special) Deselect "Paste All" and "Formulas" Select "Numbers" OK

The next step would be to record it as a macro, then apply it to a hotkey or toolbar icon. I don't see any way to customize the context menu at this point.
