One note, in your email the dash (-) between replace and flows is a hyphen (−).
I don't know if that is a red herring though.

I am trying to replace the flows from the table but found an
error ovs-ofctl: unknown command 'replace-flows'
i used command like
./ovs-ofctl --readd replace-flows br0 file
file is rules to be replace in table, is their any wrong in my syntax?
