Interesting question. In the list of villages [1] there are two
clearly radio-related ones - RadioVillage [2] and HamVillage [3],
which are located near each other. So I guess it will be the place to
go and there definitely will be USRPs, not sure about GnuRadio

gnuradio 3.2 does not have the UHD blockset, you need to install
gnuradio from source to use UHD:

trying to support research that inherits code requiring the "classic" GNU
Radio system. I fully intend on using UHD expressly for the reasons you
specified once the PhD I'm working with has finished and moved on.
