There is no need to copy bootstrap or run it. The distribution tarball
is already 'bootstrapped.'

I have been trying to compile the block gr-howto-write-a-block-3.1.0 (I
am using Cygwin).
I have copied the boostrap script from the gnuradio dir into the
gr-howto-write-a-block-3.1.0 dir. When I launch the script, I get the
