Deep in to this thread there has been no relevant discussion of GNU Radio
or even technically interesting DSP/SDR. Based on that I think this is
off-topic for this list and perhaps interested parties should find another
forum for future discussion.

These few words?!
In fact all you need already exists, software to decode GSM network data
already exists; you just need to put the pieces of information together.
Means, look for MCCs/MNCs and ARFCNs, compare
Did you contact this group in Vienna? They worked on something like this...

Thank you!!!
That's exact

About halfway down the page.

The GNU Radio community is always excited to see new applications for the
platform. We have an excellent history of supporting new developers with
interesting ideas who wish to work to turn those ideas into working

I just wanted to check again, one last time, before I exit this
mailing list. I got no truly useful replies to my earlier post,
so I just wanted to ask again...
Nobody here either knows of, or has any particular interest in creating
an off-the-shelf stingray detector (aka "IMSI Catcher Catcher")
If an operator is using some insecure encryption standards included in GSM,
then it's just a matter of listening in and decoding (taking into account
that you have more interference from other handsets, unless you're located
by the tower (the time slot synchronization is only correct near the base
Personally, I think a passive GSM attack would be more useful. Has that been
accomplished yet? I saw a scholarly article on it but I haven't seen any
articles/tutorials on cell hacks except the GSM attacks that require you to
transmit.

[[ Up front confession: I know essentially nothing about radio. ]]
Just a short while ago, I saw a Vice News video titled "State of Surveillance"
in which Snowden brought up the fact that some journalists had found and
outted some stingrays (IMSI Catchers) which had, apparently, been operating
