I think you need to build libhackrf before gr-osmosdr otherwise the latter's
cmake configuration will not build hackrf support.

I've have never used gr-soapy so I don't anything about it.

In my particular case I install the gr-osmosdr by ubuntu repository and it
work fine for 3.8.1 and not 3.9.0
For the moment I'm fine with 3.8.1
