Anatoly, the target audience for this doc is the Warehouse developers and
the PSF infrastructure team, not end users.
The end user docs will come later.

On the danger of sounding like a broken record: PyPI displays
incorrect download counts (0) for external packages.
Would it be possible to skip the download count entirely for
external packages?
