I recommend building your application locally (on your own computer). You can follow the tutorial and use Django's built in server for testing. Once your application is ready to go live, then find a Django-Friendly host. They're not too expensive. I wouldn't recommend getting a django-friendly

Unless they provide some sort of SaaS service where they take care of deployment for you, then you need shell access. There are plenty of Django friendly shared hosts if you are not comfortable deploying your own stack on a dedi/colo/IaaS cloud - see previous threads on this topic. Personal
