Hi Bob
I had to bring in the whole template to my customization layer
because using
match="para[not(parent::footnote)]" fouled up some
other effects. However, all is well now.

I find that footnotes are
numbered in the body of the text, but the footnotes at the bottom of
the page are not numbered. The only footnote related content in
my customization layer is:
