Thanks, this link was helpfull for my question. I forgot that
conversion to pdf consist with two steps: 1) converting docbook to fop
with xsltproc; 2) converting fop to pdf with apache fop. In first step
I forgot to add --xinclude xsltproc option.

It sounds like the xincludes are being passed through to the DocBook transforms
rather than being resolved before the processing is taking place. Take a look
at Bob Stayton's write-up:
