psgml-1.2.2 works fine for me in emacs 21.1 (Windows 2K)
with the patch in etc/PROBLEMS.

I have noticed it also in emacs 20.6.1 on NT. It is probably a psgml-mode
bug. And no I have not even started thinking about why it is broken never
mind fixing it.
