I thought that if Dovecot sees broken X-UID headers for "new" me
Would it be possible to generate a user list that Dovecot permits to
fetch mail from?

currently we are on
_dovecot-1.2.17_ Secure and compact IMAP and POP3 servers
where the Pigeonhole port demands Dovecot 2.0?
