Did you try the TR7 with another power supply to make sure that there
is not some problem in the final or the output filter board causing
it to draw exces

it is not excessive RF in your shack causing the PS-7 to go wild?

I'm still struggling with the PS7. I've replaced the 723 twice, the zener
diode and the caps seem to be OK to me. The supply works and the voltage
