I would stay with the original transformer. A properly operating L-4B with
good tubes will produce around 1200-1300 watts peak output

I know this is a long shot but I would like to add either an R7 or 7A to

For low level signals, I like to use one
of my Tektronix 7000 series scopes and feed the frequency counter from the
vertical signal out on the scope. If you have a scope with a fairly
sensitive preamp and a vertical output give this a try. It also allows
you to see what you are measuring.
