There are two separate power supplies, an AC transformer and switch to operate the motor, and a
separate DC supply that operates the direction indicator, unlikely that both have failed.
What does the meter do?
Does it go to full scale when you push in on the CALIBRATE control?

Well, you don't say what it does, or doesn't do, but just a wild guess would be C29 in the C-4, 120
uF @ 50 VAC.
