As describe a while ago by W8NJR, also my TR-7 wouldn't lock onto frequency.
The frequency readout also showed about 17900 Khz
For a while I could correct this problem by re-seating boards.
However this problem came back.
Measurement showed that the PTO-voltage at pin 6/38 of the translator board
My TR-7 is back in line and working again. Thanks to all for the suggestions
and especially to K4OAH. I followed Garey's instructions first and that did
the trick. Thanks again for the help.

Yep, I've had the exact same problem and Garey is right on the money
with a cure. In fact after about 2 years my rig has developed the same
problem and I have to do
