Some final bits for 4.1. Some fixes for userptrs and allow a new
packet for VCE to enable some new features in mesa.

First radeon pull request for 4.1. Highlights:
- DP MST support (disabled by default)
- non-ATOM aux support (DCE5+)
- output csc support for clamped RGB
- Lots of new queries for profiling, Gallium HUD, etc.
