Border color dose not apply to interernal texture format, that is what 915
hardware do. I am afraid we can't change that, Dose the spec require this?

Brian, that is because in _mesa_get_teximage sGRB texture is get by direct
memcpy without pixel transfer.
For of hardware limit SRGB is transfered to SRGBA form

The test appears to render like it's supposed to with mesa master on 915 and
