It would appear that DRI forces DDC monitor
detection, and ignores the sync lines in the XF86Config-4 when it fails,
instead using what would appear to be internal settings.
X 4.3.99.6 works fine and uses the sync settings in
the config.
Please find attached the X log, and the config ...
messages showed no errors and shows the DRI kernel module loading
successfully.
