No they were not removed permanently. The old place for uploading them disappeared and the new one was not ready yet. I just saw that someone created a virtual server for DRI on freedesktop.org. I uploaded the snapshots from after the fd.o break-in to http://dri.freedesktop.org/snapshots. Daily snapshots should show up there from now on. The extras directory is still missing.
