currently have any guidelines or best practices for developing add-ons or
plugins for DSpace 7.
However, we did have a general "Developing with DSpace 7" online workshop last

Just adding a quick note to say that I'd agree it'd be an improvement to avoid
hand-built parsers, and instead use schemas + JAXB (which I'm assuming is what
you are recommending, similar to https://github.com/DSpace/DSpace/pull/3157).

The quick answer here is that Request a Copy doesn't yet exist in DSpace 7.
It's not scheduled until the 7.1 release, as we chose to delay some (less often
