Now I think we need to be careful about misinformation.
1.) ServiceManager is not OSGI, so we cannot do reconfiguration of services
on the fly. we would need to expose the dspace-spring-.xml files in a
cetral location if you wanted to alter those without rebuilding your dspace.

Yes, your use case sounds quite appropriate: the key provision you mention is

If it were permanent, you could employ the embargo stuff to accommodate it
