I like the idea. It would be great if the patch were for both UIs, as that is where the business logic goes these days, and this is business logic.

By default, the DSpace workflow steps do not allow adding additional bitstreams or removal of the originally uploaded ones.
Here are a few usecases we've come across, where it has been desirable at least to make it configurable to modify bitstreams as part of the workflow:
