I have not used it, but the Simple Archive Format seems to allow a
permission to be passed in when defining a CONTENTS file.

After installing the Tomcat you still need many steps to do the manual, you
must instantiate the packages of dspace with mvn packages, and then install the
DSPACE

For what it's worth, I submitted a patch for this on DSpace 5.x (needs
porting and testing to DSpace 6.x and master too). If you can test it and
