I believe that for this approach to work the metadata fields have to be
public, which may not be desired.

The next thing to look at is the item submission and workflow
configurations. According to the upgrade guide I did:
[dspace]/bin/dspace submission-forms-migrate -s
[dspace]/config/temp/it
