Thanks for checking Shaun. I need to restart the Handle server. It was
down overnight. I restarted it this morning.Basically, if you see
"Connection refused" it is only because I had to stop the service because
of testing.

Totally stumped!
New installation.
Error after upgrades. (Upgrades: Handle.net version 6 to 9, and
Dspace version 3.3 to version 6.3, along with migration from one Linux
server to another, with all upgraded prerequisite softwares).
Local Handle service communication runs fine, it seems.
