I would presume for JSPUI in messages.properties you would need to change jsp.submit.progressbar.describe = Describe
Note that I haven't tested this particular label, but generally you can work backwards with naming of fields by searching in messages.properties and then figuring out which field it is. XMLUI I have no idea on sorry, but I would expect that it can be edited too.
