It's difficult to help without more information.  

It could be that the collection deposit is throwing an error.  If so, you 
should follow the troubleshooting guide to locate the exact 
error:

Without the exact error it's difficult to help.  We'd also need to know 
which page throws an error.

Or, it could be that someone changed the permissions on the Collection 
itself...which would remove permissions on the Collection except for 
administrators.  If that's the problem, then someone should modify the 
permissions (as needed) using the "Edit Collection" -> "Authorizations" tab.
