When I delete items, collections, communities, it leaves entries behind in
the handle table. Is it ok to clean up the handle table and delete all
entries where the resource_id is null?

Yes, the new box will be in a different domain and have a new IP address. I
know I'll need to follow update procedures with handle.net.
