I stumbled on this post after struggling with the same error he was
experiencing:

After lots of hit and trial, I came into conclusion that the fresh
installation folders did not contain default messages.xml file so I
manually copied messages files into all folders of aspects. And now its
working fine.
I don't know the way of solution was
I am working on windows XP and when I again reinstall DSpace 3.2 then also
there is no change in error part when viewing xmlui whereas jspui is working
fine.
I have checked all configuration files but did not spot any invalid paths.
I have attached screen shot of xmlui and configuration files
If you're using Tomcat, look at Context tags in server.xml or in
conf/Catalina/localhost/*.xml.

yes, I had already checked the context tags of server.xml of tomcat and did
not found any unusual.
I think there may be problem in configuration of xmlui but I am using the
default binary version of DSpace. It should work but I don't no what the
problem is ?

Try changing backslashes in the appBase attribute in the Host element
to regular slashes.

I'm not exactly sure what the problem is, but check whether the
context definition in your servlet container contains a valid path.

while browsing the xmlui page all the labels are shown in xml formats such
as xmlui.ArtifactBrowser.FrontPageSearch.head,
xmlui.dri2xhtml.structural.search-advanced,..etc
