Hi Sönmez,
you probably didn't run oai import, so OAI doesn't have any of your items
in its Solr index. See:

Please note that you need to schedule it as a cron job.

What is your value of solr.url in [dspace]/config/modules/oai.cfg?
It should be this:
solr.url=http://localhost:8080/solr/oai
not this:
solr.url=http://openaccess.iyte.edu.tr:8080/solr/oai
Can you confirm that?
